Patrick Lucey

Mr. Lucey has been a leader in advancing new approaches to integrated water and energy management and his work has transformed barren, non-functioning landscapes into lush, lucrative enterprises. He is a co-author of a report commissioned by the Province of British Columbia, entitled "Resources From Waste: Integrated Resource Management" which reviewed the integration of decentralized wastewater treatment, water reuse and energy capture to create closed-loop urban water and energy systems that make a profit for communities. He has experience with both small and large projects and his work includes an Integrated Resource Management plan for Victoria that identified the benefits of joint energy and water infrastructure design, and policy changes made by British Columbia to provide incentives for sustainable infrastructure. This shift in focus from "waste" disposal at considerable economic and ecological cost, to resource reuse and recapture at a profit, is the focus of his work and that of his colleagues. Mr. Lucey is the president of Aqua-Tex Scientific Consulting Ltd. and Fidelis Resource Group Inc.. He is a senior aquatic ecologist with a background in resource management and political science.
