Global Warming
  1. Regional Greenhouse Gas Initiative: Maximize this power plant initiative and prevent windfall profits to polluters by requiring that all pollution permits be sold to electricity generators and the funds used for energy efficiency and other consumer benefits.
  2. Consider Pollution From Projects: Require that the state consider global warming pollution when evaluating proposed projects.
  3. Pollution Reduction Plan: Cap and reduce global warming pollution across the state economy.

Energy
  1. Expand Energy Efficiency: Take advantage of the cost-effectiveness of energy efficiency by allowing it to compete on a level playing field with new power plants. Create gas and oil efficiency programs to reduce pollution and costs for consumers. Remove utilities' barriers to efficiency investments. Create incentives for highly efficient combined heat and power systems.
  2. Promote Renewable Energy: Require utilities to meet their renewable energy obligations at least partially through long-term contracts, which give financial stability to renewable energy developers. Include a basic level of financial support for solar power in the renewable energy standard.
  3. Green Buildings: Provide state income tax incentives for the construction of "green" buildings, which use far less energy than typical buildings. Update state building codes to current standards.

Transportation
  1. Auto Insurance Reform: Make pay-by-the-mile insurance available, so that drivers have an incentive to reduce the miles they drive.
  2. Clean Vehicles: Provide tax incentives for fuel-efficient and alternative fuel vehicles.
  3. Support for Public Transit: Provide adequate funding to the MBTA.
